I. DALYVIŲ KVIETIMAS

„Global Affairs Canada“ kviečia jus dalyvauti antrojoje pasaulinėje spaudos laisvės konferencijoje, kuri Kanados ir Botsvanos Respublikos kvietimu faktiškai vyks 2020 m. lapkričio 16 d. – kaip dalis pastangų apsaugoti ir skatinti spaudos laisvę visame pasaulyje. Konferencijos tema bus „Spaudos laisvė COVID-19 fone“.

Visame pasaulyje spaudos laisvės apribojimai ir išpuoliai prieš žurnalistus ir žiniasklaidos organizacijas auga. Tuo pat metu demokratijai kelia grėsmę populizmo ir autoritarizmo augimas, kurį skatina naujos technologijos, leidžiančios plačiai dezinformuoti ir represuoti. COVID-19 pandemija sustiprino iššūkius, su kuriais susiduria spauda, įskaitant netinkamą spėrių priemonių naudojimą, kad pakenkti spaudos laisvei. Taip pat reikia spręsti dėl spaudos laisvės grėsmių skaitmeninėje srityje, turint omenyje ir dirbtiniu intelektu pagrįstas technologijas, kurios padėjo sustiprinti poliarizaciją ir dezinformaciją visame pasaulyje. Internetinėje ir neinternetinėje erdvėse moterys žurnalistės ir žiniasklaidos darbuotojai susiduria su lytimi susijusia rizika, pavyzdžiui, seksualiniu ir lytiniu smurtu, patyčiomis ir priekabiavimu. Šios tendencijos kartu kelia grėsmę demokratijai ir žmogaus teisėms. Kadangi nepriklausomai ir patikimai žiniasklaidai kyla vis daugiau grėsmių, ypač svarbu nei bet kada anksčiau susivienyti siekiant apsaugoti spaudos laisvę.

Pasaulinėje spaudos laisvės konferencijoje 2020, kad nagrinėti žiniasklaidos laisvės iššūkius ir skatinti pasaulinės informacijos ekosistemos kokybę, dalyvaus didelė ekspertų grupė, kurioje bus užsienio reikalų ministrai, vyresniojo lygio pareigūnai, žurnalistai, žiniasklaidos organizacijos, tarptautinės organizacijos ir pilietinė visuomenė.

Kaip matysite pridedamoje laikinoje darbotvarkėje, konferencijoje vyks sesijos apie spaudos laisvę ir demokratiją, kuriai gresia pavojus, spaudos laisvę ir dezinformaciją, taip pat spaudos laisvę ir COVID – 19. Ji taip pat sušauks pirmąjį spaudos laisvės koalicijos, 37 valstybių grupės, įsipareigojusios bendradarbiauti ginant žiniasklaidos laisvę ir žurnalistų apsaugą, ministrų susitikimą.

Mums būtų malonu, jeigu dalyvaudami antrojoje pasaulinėje spaudos laisvės konferencijoje prisijungtumėte prie mūsų pastangų, kad skatinti žiniasklaidos laisvę visame pasaulyje. I. INVITATION TO PARTICIPANT

Global Affairs Canada invites you to participate in the second Global Conference for Media Freedom. The conference, hosted by Canada and the Republic of Botswana, will be held virtually on 16 November 2020. As part of ongoing efforts to protect and promote media freedom worldwide, the theme of the conference will be “Media Freedom in the Time of COVID-19.”

Around the world, restrictions on press freedom and attacks on journalists and media organizations are on the rise. At the same time, democracy is under threat from the rise of populism and authoritarianism, empowered by new technologies that allow for widespread disinformation and repression. The COVID-19 pandemic has exacerbated the challenges faced by the press, including the misuse of emergency measures to undermine press freedom. There is also a need to address threats to media freedom in the digital sphere, including artificial intelligence-enabled technologies which have served to amplify polarization, misinformation and disinformation globally. In both online and offline spaces, female journalists and media professionals face gender-specific risks, such as sexual and gender-based violence, intimidation and harassment. Together, these trends will threaten the health of democracy and human rights. With independent and credible media under growing threat, it is more important than ever to stand up together to protect media freedom.

To this end, the Global Conference for Media Freedom 2020 will convene a broad group of experts, including foreign ministers, high-level government officials, journalists, media organizations, international organizations, and civil society representatives to help address the challenges to media freedom and promote the health of the global information ecosystem.

As you will see in the attached draft agenda, the conference will showcase sessions on media freedom and democracy under threat, media freedom and disinformation, and media freedom and COVID-19. The conference will convene the first Ministerial Meeting of the Media Freedom Coalition, a group of 37 countries committed to working together to advocate for media freedom and the protection of journalists.

We would be pleased if you would join us in our efforts to advance media freedom globally, by participating in the second Global Conference for Media Freedom. Participants will be able to participate in English or French, with simultaneous interpretation provided in both languages. As a participant, you will be able to contribute to sessions through a live chat feature and are encouraged to contribute to the conversation and interact with the moderators and panelists through a question and answer period. The challenges facing media freedom are complex, and we need to insights and ideas of the best minds around the world, such as yourself.
